Regardless, a $5,000 website should be dynamic enough to at least allow the City to make its own changes (and not rely on the designer/developer).</description>

		<description>I'd agree with Fred there. $5k for the Trinidad web site? That's a bit excessive. Given their requirements, an experienced web developer could knock this site out in a 10-15 hours MAX. That'd be over $300/hr! Wish I could get that. :)

Speaking of free web design templates BTW, there are a plethora available at &lt;a href="http://www.oswd.org/" rel="nofollow"&gt;Open Source Web Design&lt;/a&gt;.</description>
