I don't know if there is a difference between that and hosting your own blog, but I assume there must be. If you have your own site the admin area has a plugin tab. You upload the plugin of your choice to the correct directory, then you activatee the plugin. Beyond that, depending on the specific plugin theer may be other configuration that needs to be done.
